EEA Financial Mechanism 2009–2014 to the Programme LT08
“EEA scholarship programme”

Norway, Iceland and Liechtenstein in order to contribute to the reduction of economic and social disparities in the European Economic Area (EEA) have developed the EEA and Norway financial mechanisms. The Ministry of Education and Science of the Republic of Lithuania administers one programme funded by EEA financial mechanism for 2009-2014 period – “EEA scholarship programme”. 

The Programme has two broad aims:
1. To enhance students’ achievements in pre-school, general education and vocational training through modernisation of the curriculum and in-service training of education staff;
2. To improve participation of adults in lifelong learning through development of competencies of adult education staff.

With a view of seeking the first aim “To enhance students’ achievements in pre-school, general education and vocational training through modernisation of the curriculum and in-service training of education staff” these specific objectives are planned:

  • To improve co-operation and knowledge sharing between stakeholders and strengthen their capacities;
  • To use evidence from international performance tests in the improvement of education content and process;
  • To develop more effective models of organising the education process and implementation of the curriculum in pre-school, general education and vocational training schools;
  • To provide effective support to low-performing schools;
  • To develop such competences as democratic school governance, human rights, active citizenship, etc.

With a view of seeking the second aim “To improve participation of adults in lifelong learning through development of competencies of adult education staff” these specific objectives are planned:

  • To improve co-operation and knowledge sharing between stakeholders and strengthen their capacities;
  • To develop general competencies (inc. basic skills and education for democratic citizenship) and motivation of adults through the increase of flexibility of learning arrangements and effective support to adult education centres;
  • To develop competencies to organise the provision of adult learning among teaching and management staff;
  • To develop more effective financing schemes to promote adult learning.

Target groups of the projects of the Programme:

  • Officials from municipal administrations who work in the field of education;
  • Management staff of pre-school, general education and vocational training schools;
  • Officials from institutions under the Ministry;
  • Teachers active in associations of different teaching subjects;
  • Management and teaching staff of adult education centres;
  • Employees of municipal education centres;
  • Non-formal education providers;
  • Senior academics, who conduct research in relevant areas;
  • Advanced students in postgraduate and doctoral programme studying education content, process and policy.

5.8 million Litas were allocated to the implementation of the Programme.  85 percent of this amount (4.9 million Litas) is financed by Norwegian Financial Mechanism and 15 percent – by the Republic of Lithuania general financing fund.

Functions of the development and administration of the Programme are performed by the Ministry of Education and Science of the Republic of Lithuania.
